Department Overview The HCD provides stable, safe, affordable homes for veterans, seniors, young families, farm workers, tribes, individuals with disabilities, and families experiencing homelessness. HCD’s mission is to ensure that all California residents have access to homes and communities that support thriving and healthy lifestyles.

Job Description and Duties Effective January 1, 2026, the Staff Services Analyst classification will be re‑titled to Analyst I under the California Department of Human Resources (CalHR) generalist consolidation. The position is located in Sacramento and is eligible for hybrid telework, and potentially full‑time remote work, under California Government Code Section 14200. Telework‑eligible applicants must reside in California.

Coordinate a variety of activities for the Registration and Titling (R&T) Program, including consulting on complex aspects of ownership change such as transfer, private sales, default notice, and change of situs address via email, phone, and in person.

Provide consultation services to the public, management, and staff on registration and titling matters.

Ensure compliance with applicable regulations and state policies regarding vehicle registration and titling.

Collaborate with the R&T team to maintain accurate records and resolve inquiries.

Assist in policy development and process improvement initiatives related to registration and titling.

Prepare and deliver reports, analyses, and recommendations to support program efficiency.
