Summary Responsible for managing the Street Department's safety program and initiatives designed to protect the safety of employees and the public. Manage all aspects of safety to mitigate risks, protect employees, reduce the incidents of damage and loss to city assets, and protect all other city interests. Responsible for promoting an organization culture that prioritizes safety in all aspects of department work activities. Plans, designs, and implements safety initiatives that produce actionable results to advance safety culture. Performs highly complex administrative and professional work. May supervise assigned staff as directed.

Pay Range $72,758 - $91,728/depending on qualifications and experience.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Acts as department safety program administrator, ensuring the program is designed to protect the safety of employees and the public, institute preventive measures, ensure regulatory compliance, and mitigate risk to the city through reduced exposures, claims and incidents

Manages CDL compliance for all department license holders as promulgated by federal, state and city requirements.

Leads strategic planning for the department's safety program; develops, implements, and monitors goals, priorities and objectives designed to improve department safety culture

Develops and manages annual budget for the department's safety program; forecasts and projects funding needed for various resources that support the department's safety program

Establishes, compiles and analyzes various safety-related data, trends, metrics and performance indicators

Responsible for sourcing, coordinating and managing vendors who provide goods, assets and services to support the safety program

Conducts field safety audits, inspections and surveys to evaluate compliance with safety best practices; prepares written reports of findings and recommendations for corrective or preventive measures

Responsible for crafting policies, guidelines, procedures and standards governing safety program administration

Conducts post-accident investigations and prepares reports identifying probable causes, ensuring unsafe actions are addressed through corrective measures.

Manage issuance of personal protective equipment to staff

Plans, develops, and implements in-classroom and onsite safety training and education tools for department staff

Frequently interacts with customers to facilitate timely resolution of issues, complaints, or concerns

Administer the department's telematics program; regularly monitors, identifies, and reports trends and behaviors that require safety response or action

Participate in coordinated response to natural disasters, critical incidents, and other emergencies outside of normally scheduled work hours.

Minimum Qualifications

Bachelor degree in Occupational Health and Safety, Business, Industrial Hygiene, Environmental Science or related field.

5 years of progressive responsibility in safety management or risk management

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Master's Degree Public Administration, Business, Environmental Science or a related field.

5-8 years of experience in safety management and program administration

2 years of supervisory experience

Knowledge, Skills & Abilities

Considerable knowledge of health, safety, and environmental (HSE) regulations, standards and practices.

Considerable knowledge of strategic planning, data collection and analysis methods, and research techniques.

Knowledge of procedures for public sector procurement of goods and services

Knowledge of budget management and administration principles

Knowledge of public works construction and maintenance operations

Skill in interpersonal relations, establishing rapport, trust, and effective working relationships with all stakeholders

Skill in Microsoft Office and operation of a personal computer

Skill in composing written reports, policies, and maintaining various records using appropriate business writing style

Skill in public speaking and delivering presentations to varied audiences

Strong organization skills are essential for success in this position, with strong attention to detail.

Skill in assigning, directing, reviewing, and evaluating the work of technical staff

Ability to effectively interact with employees at all levels and communicate clearly and effectively, both orally and in writing as appropriate for the targeted audience

Ability to gather and analyze statistical data, draw conclusions, and present data in a clear and logical manner.

Ability to multi-task, successfully balance competing priorities, and to work with limited supervision in a fast-paced environment, while consistently exercising sound judgment in decision-making

Ability to independently evaluate and develop administrative policies, procedures, training manuals and related job aides, including Powerpoint presentations.

Ability to develop, interpret and apply rules, policies, and regulations.

Licenses and Certifications

Valid Class C Texas driver's license

Certified Safety Professional (CSP) (preferred)

First Aid, CPR, AED certified trainer (preferred)

Physical Requirements / Work Environment The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
