About this Role The Office of Legal Services (OLS) provides comprehensive legal support and services to DHCS programs and its employees, and counsels and advises the Director and program staff on legal matters affecting DHCS. The OLS Administrative Services Unit provides general administrative services such as oversight of business, personnel, and financial management functions; including the implementation and organization of policy and procedure directives and tracking systems; as well as analytical and clerical activities to OLS. Under the direction of the Supervisor I, the Analyst IIBudget Analyst performs the more responsible and complex technical budget work associated with the OLS budget and fiscal administrative responsibilities. The incumbent serves as a management consultant and develops analysis, alternatives, and recommendations to management regarding the OLS annual budget, fiscal matters, statistical data, forecasts, trends, and budget related issues. The incumbent is responsible for maintaining the OLS expenditure projections and budget change proposals (BCPs). The incumbent responds to budget drills, attends meetings, and serves as the liaison between the OLS and the DHCS Fiscal Management Division. The Budget Analyst must be skilled with comprehensive research and analysis and be able to execute multiple priority assignments with concurrent deadlines.

Ability to be diplomatic, service-oriented, and collaborate well with peers, colleagues, and managers; and promote a respectful and cooperative work environment.
Ability to communicate (verbal/written) clearly, concisely, and accurately.
Proficient in Microsoft Office Word, Excel, and Outlook, and knowledge of Access and SharePoint.
Knowledge of state budgetary process is beneficial.
Telework and Salary Information Telework:
This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Salary:
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
