The Attorney provides legal guidance on sensitive legal issues facing Covered California involving personnel, Equal Employment Opportunity, and health and safety matters. Duties include:

Counseling and advising program units, staff members, and senior leadership in personnel-related issues, policies, and procedures. Representing Covered California in administrative hearings and appeals, including those before the State Personnel Board, California Department of Human Resources, Civil Rights Department, California Unemployment Insurance Appeals Board, and federal Equal Employment Opportunity Commission, and acting as liaison with the California Attorney General’s Office in civil cases. Closely partnering with Covered California’s Human Resources Branch, Equal Employment Opportunity Office, and Business Services Branch to develop, implement, and administer organization-wide policies, procedures, and training.

This position is headquartered in Sacramento County. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Effective July 1, 2025, in response to the budget deficit, the Department of Human Resources (CalHR) has implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 requires that each full-time employee working their assigned work schedule receive a 4.62 percent reduction in pay in exchange for 8 hours of PLP 2025 leave credits monthly through October 31, 2026.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience and/or interest in employment law and public sector legal issues. Experience in analyzing, interpreting, and implementing court decisions, statutes, regulations, policies, and other legal authorities. Excellent legal research, written and oral communication, and analytical skills, including the ability to express statements of act, law, and argument clearly and logically tailored to diverse audiences. High degree of professionalism and interpersonal skills, exercising open-mindedness, diplomacy, flexibility, tact, and sound judgment. Ability to build and maintain positive and effective relationships with staff, management, and external partners. Ability to prioritize workload, manage multiple projects, and produce high quality work in short timeframes.
