Solid Waste Supervisor

Position Overview The purpose of the Solid Waste Management Department (SWMD) is to provide solid waste services to the citizens of Houston through the collection, disposal, and recycling of discarded material in a manner that is safe, efficient, environmentally sound, and cost-effective. The employee will oversee the daily operations of a solid waste Service Center, including the collection, transportation, and disposal of solid waste and recyclables.
Responsibilities
Assigns work tasks, schedules and reallocates personnel as needed to meet workload demands.
Investigates and addresses incidents, public inquiries, and vehicle accidents; resolves issues as they arise.
Verifies disciplinary actions, overtime reports, and employee performance evaluations.
Reviews and recommends changes to operational policies and procedures.
Assists in preparing the budget and conducting cost analysis.
Compiles and maintains Service Center records related to vehicles, equipment, personnel, and operations.
Supervises the distribution of performance evaluation plans and reviews.
Utilizes technology, safety protocols, routing, and reporting software to manage operations effectively.
Issues work assignments and schedules and/or reassigns personnel to meet workload demands.
Trains employees in operation techniques.
Prepares and submits required management reports.
Verifies automated route container inventory and supervises the distribution of automated containers.
Prepares maps for collections and automation as well as any other duties as assigned.
Shift Work Shift work may include mandatory overtime, weekend, holidays, and disaster recovery duties – subject to change.
Working Conditions The position requires lifting heavy items up to 60 pounds, walking on rough surfaces, and regular physical exertion such as climbing ladders. Routine discomforts may arise from moderate heat, cold, moisture/wetness, and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions. The ability to make coordinated gross motor movements in response to changing external stimuli is required.
Minimum Requirements Educational Requirements : High school diploma or GED certification.
Experience Requirements : Three (3) years of experience in solid waste operations or a closely related field.
License Requirements : A Class "D" Letter of Competency from the Texas Natural Resource Conservation Commission (TNRCC) or an equivalent credential from another state must be obtained within twelve months of employment.
Preferences :
Preference given to eligible veteran applicants.
Valid CDL License Class A or B and compliance with City of Houston's policy on driving.
Previous supervisory experience preferred.
Willingness to work extended hours, weekends, and disaster recovery.
Experience with employee scheduling, evaluation, and corrective action is a plus.
