URC MERL Consultant Roster URC intends to create a consultant roster for Monitoring, Evaluation, Research, and Learning (MERL) to streamline the process of quickly accessing pre-vetted experts for specific projects or assignments when new business opportunities arise. The roster serves as a general resource pool and does not specify predefined tasks. URC will contact consultants with requests to be included in new bids or existing tasks where URC determines there is a strong fit. Exact responsibilities will be outlined in Terms of Reference for each assignment.
Qualifications and Experience URC seeks to establish a pool of highly qualified consultants with diverse MERL skills and sector expertise and experience with a broad range of clients. Consultants must meet qualifications tailored to each assignment's unique requirements. Typically, they hold advanced degrees and/or have extensive expertise in one or more MERL thematic areas. Prior consulting experience with multi-lateral and regional development banks, bi-lateral donors and US government agencies (beyond USAID) is highly desirable. Proficiency in English is essential, and for certain assignments, fluency in additional languages may be required or considered advantageous.
