Position Summary:
Q2 Impact is seeking an experienced Data Scientist to join our team in support of the U.S. Department of State’s Bureau of Counterterrorism (CT). The Data Scientist will work closely with program managers, evaluation leads, and IT specialists to design, implement, and refine data analytics solutions that enable high-impact monitoring, evaluation, and reporting through PRISM (a Salesforce-based platform) and integrated analytical tools such as Tableau and Azure cloud.
Key Responsibilities:
- Develop and deploy robust statistical, diagnostic, predictive, and prescriptive data models to support decision-making for security sector assistance and counterterrorism programming.
- Lead data cleaning, integration, transformation, and quality control processes, ensuring ongoing data integrity and compliance with federal and Department of State standards (including SBU, privacy, and cybersecurity protocols).
- Build, maintain, and refine dashboards and automated data visualizations in PRISM and Tableau to communicate key insights to stakeholders, including real-time performance metrics, risk analytics, and compliance indicators.
- Collaborate with cross-functional teams to automate data collection, aggregation, and reporting, advancing capabilities such as direct community portal data entry and third-party dataset integration.
- Apply advanced analytics tools (e.g., Python, R, SQL, Databricks, Graph RAG, and AI/ML models) to large, diverse datasets originating from program implementers, government systems, and external sources.
- Design and document data workflows, business processes, and standard operating procedures (SOPs) to enhance efficiency and repeatability for client deliverables.
- Conduct training sessions and provide technical support to ensure staff and client stakeholders can interpret data products, leverage dashboards, and make data-driven decisions.
- Advise on data architecture, metadata management, and open data standards; maintain the PRISM data dictionary and change log.
- Participate in meetings, stakeholder engagement, and technical working groups to align analytics solutions with evolving program needs and agency objectives.
Required Qualifications:
- Bachelor’s or Master’s degree in Data Science, Statistics, Computer Science, Mathematics, or a closely related field.
- Minimum 3 years’ experience as a data scientist, quantitative analyst, or analytics developer in a federal, international development, or security sector context.
- Strong programming skills in Python and/or R; experience with SQL, Databricks, and cloud-based environments (Azure preferred).
- Proven expertise in developing advanced data visualizations and dashboards (Tableau, Power BI, or similar).
- Knowledge of Salesforce data structures and integration preferred; experience with Conga Composer, Conga Grid, or related platforms is a plus.
- Deep understanding of statistical analysis, machine learning, predictive modeling, and data pipeline automation.
- Demonstrated experience supporting business process improvement, M&E frameworks, and federal data compliance (18 FAM 301.4, SBU/PII requirements, FedRAMP).
- Strong communication skills, with the ability to translate technical findings into actionable insights for non-technical stakeholders.
- Eligible for and willing to obtain/maintain a U.S. SECRET security clearance, current Active Secret clearance preferred.
