Job Summary
Loudoun County's Department of Transportation and Capital Infrastructure is seeking a dynamic and experienced Program Manager to lead the coordination of utility relocation and installation efforts. This role will oversee every aspect of the assigned program to ensure the smooth execution of utility relocations and installations for transportation, facility, and renovation projects as part of the County's Capital Improvement Program (CIP). Key responsibilities include: guiding, supporting, and overseeing the program team, encouraging strong performance and fostering a sense of responsibility. Tracking and managing the status of projects, ensuring they are progressing according to schedule and meeting performance benchmarks. Overseeing the selection and management of external contractors, vendors, and consultants who are involved in utility work, ensuring high-quality and timely project completion. Managing contracts and agreements with utility companies and contractors, ensuring deliverables are met according to the agreed-upon terms. Overseeing utility projects to ensure compliance with all relevant standards and regulations. Creating and implementing technical guidelines, processes, and best practices for managing utility relocations and installations. Assisting in the development of departmental policies and procedures related to utility infrastructure projects, ensuring alignment with overall organizational goals. Preparing detailed reports on project progress and performance, while keeping Leadership informed of key updates and challenges. Employing exceptional interpersonal and communication skills to engage with stakeholders and decision-makers. Facilitating collaborative discussions, addressing concerns, and fostering consensus among diverse groups. We are seeking an individual with: a proven track record of success in leading and managing a team of professionals. Strong knowledge of utility systems and how they integrate with construction and transportation projects. Familiarity with local, state, and federal regulations, standards, and safety protocols related to utility installations and relocations. Expertise in project management tools and methodologies, such as scheduling, budgeting, and risk management. Strong attention to detail to ensure that all aspects of utility relocations and installations are done according to plan and specifications. Ability to negotiate with utility companies, contractors, and other stakeholders to reach mutually beneficial agreements. Strong written and verbal communication skills and the ability to develop strong working relationships with other County staff, state agencies, and regional partners. This position is eligible for partial telework in accordance with County and Department policies. Currently, the Department is operating with a Wednesday and Friday telework schedule. This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program. Hiring salary is commensurate with experience.
Minimum Qualifications
Bachelor's degree in Engineering from a four year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; five (5) years of progressively responsible professional engineering and construction management work experience to include two (2) years of supervisory experience; or equivalent combination of education and experience.
Job Contingencies and Special Requirements
Candidate must be able to inspect existing sites and active construction projects, often requiring walking or crawling through tight spaces; climbing into manhole structures or other confined spaces; climbing towers or other elevated structures; walking or crawling through excavated or tunneled spaces; and being exposed to inclement weather and hazardous conditions associated with construction sites and activities. Candidate must possess a valid driver's license. Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.
