The Division of Disease Control and Public Health Response (DCPHR) exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public's health. The Division of Disease Control and Public Health Response (DCPHR) is the department's lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The Division of Disease Control and Public Health Response (DCPHR), and the EDR Branch, operate on the belief that all people-- no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location -- should have the opportunity to live healthy lives. This position is within the syndromic surveillance program. The program's purpose is to oversee and implement the syndromic surveillance work which provides timely situational awareness and a complete view of what is occurring in the community (e.g. viral respiratory infections, heat related illness, overdoses, suicide attempts, severe weather related illness) based on emergency and urgent care patient visit data. The program crafts and validates syndromes for various public health hazards and conducts signal evaluation processes to support public health incidents and identifies different syndromic surveillance analysis methods to support different surveillance and response needs. The program translates data into recommendations and public health actions. Syndromic surveillance is an early warning system for public health problems that utilizes emergent and urgent care data to rapidly detect clusters of symptoms and health complaints that might indicate an increase of a certain condition. The syndromic surveillance data analyst plans for and manages on-going syndromic surveillance to monitor conditions of public health concern, including drug overdose information. This position focuses on syndromic surveillance activities, which include, but are not limited to: planning for, pilot testing and evaluating syndromic surveillance data submission, performing data analysis and developing a plan for sharing and accessing timely syndromic surveillance information with public health partners and stakeholders. Responsibilities of the position include but not limited to: Monitors syndromic surveillance data by using the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE), and analytical software such as SAS or R. Responsible for identifying issues and concerns about the data received from participating hospitals and jurisdictions and analyzes the impact on epidemiology and general public health resources for response and further investigate public health concerns. Data quality assurance efforts are conducted by analyzing timeliness, completeness, and validity of data using analytical software packages such as SAS or R. Evaluates syndromic surveillance definitions and analyses to ensure the validity and quality of daily syndromic analyses by reviewing patient level information in the system. Automates and streamlines data processing by using analytical software packages such as SAS or R. Conducts signal evaluation and creates response protocols related to syndromic surveillance activities. Participates in various external/internal workgroups related to syndromic surveillance program activities and responsibilities including meeting with partners from local, state, and federal groups. Provides technical expertise to syndromic surveillance partners and provide trainings related to importing, analyzing, and displaying syndromic surveillance data in SAS or R studio for both internal and external syndromic surveillance partners/key stakeholders. This position consults and disseminates syndromic surveillance program data to internal and external stakeholders utilizing a variety of platforms that may include Tableau or R Shiny/Markdown dashboards, reports and other products. Syndromic surveillance data quality findings are interpreted and shared with reporting facilities and local public health partners to work together in identifying issues and associated resolution. This position communicates summaries, conclusions, assumptions, and recommendations to program staff, internal and external stakeholders. Develops near real-time notification reports for quality assurance, utilization patterns, and summaries for hospital, public health and other key partners. Provides near real-time data to support enhanced surveillance during planned events or urgent/emergency situations that may be the result of a public health threat. Designs, develops, and presents data in various forms such as charts, graphs, tables, narratives, etc. This position is expected to be a technical resource and expert on syndromic surveillance data, its limitations and its uses. This position provides training and education to disease reporting and epidemiology staff about syndromic surveillance data. Explores use of syndromic surveillance data by other practitioners (e.g., infection prevention, emergency departments, first responders, and substance overdose and injury prevention teams and explores how to enhance timely information sharing (e.g., data dashboard and reports). Works with internal State health department partners, external partners (local public health, hospitals/hospital systems/health information exchange) and federal partners to ensure good communication around Colorado's syndromic surveillance program through demonstrations, trainings, newsletters and/or annual meetings. Defines case definitions and methods of data submission to enhance the utility of syndromic surveillance. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications: NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only: Six (6) years of relevant experience in public health, disease reporting, epidemiology, healthcare data management, healthcare data analysis, data manipulation, or other closely related experience in an occupation related to the work assigned to this position. OR: Education and Experience: A combination of related education from an accredited institution in Statistics, Biostatistics, Information Management, Health Information Management, Data Analysis/Science, Epidemiology, Public Health, or a field of study closely related to the work assignment. AND/OR Relevant experience in public health, disease reporting, epidemiology, healthcare data management, healthcare data analysis, data manipulation, or other closely related experience in an occupation related to the work assigned to this position equal to six (6) years.
