We are seeking a dedicated and detail-oriented Procurement Specialist. Under the supervision and direction of the Northern Region Procurement Specialist 3, this position develops, establishes, oversees, and administers formal and informal procurements for commodities, professional services, and non-construction related procurements for the Northern Region and statewide divisions of DOT&PF. Responsibilities include managing the solicitation process, developing Invitations to Bid (ITB), Requests for Proposal (RFP), and Requests for Alternate Procurements (RAPs). The successful candidate provides procedural and technical guidance to project managers and engineers, leads negotiations, and ensures compliance with State Procurement and Property Control Statutes, Regulations, and policies. The ideal candidate will have knowledge of procurement policies, procedures, and regulations, and will analyze and interpret procedures and regulations. They will draft, review, and implement complex specifications and documentation, and respond to protests and appeals regarding bid or proposal specifications. Excellent communication skills are required to confer with contractors, vendors, and department personnel, and to present information and respond to questions from directors, customers, and the general public.
