Job Summary Unit Chief (Staff Services Manager I) – California Department of Health Care Services – Yolo County, California. This is a 12‑Month Limited Term – Full Time position with hybrid work arrangements.

Pay Range Base Pay:

$7,172.00 – $8,910.00 per month. New to State candidates will be hired at the minimum salary for the classification.

Responsibilities

The Contract & Vendor Management Branch (CVMB) is responsible for managing the CA‑MMIS Operations’ FI contracts and numerous support contracts.

The Staff Services Manager I (SSM I) serves as the Chief of the Contract Compliance & Negotiation Unit (CCNU) within the Contract Administration Section (CAS).

Provides employee supervision, training, development, and personnel management.

Directs daily and long‑range activities of the CCNU.

Researches, negotiates, and develops complex FI and CA‑MMIS support contracts, Change Orders (CO’s), Official Contract Correspondence (OCC), and amendments.

Plans, organizes, and assists with project management oversight and evaluation of FI and CA‑MMIS support contracts.

Serves as the lead CA‑MMIS contract expert and performs critical research and independent analytical studies of technical requirements to ensure compliance.

Consults with Control Agencies (Department of Finance, Department of General Services, California Health and Human Services, California Department of Technology) for approval and guidance.

Monitors IT and non‑IT procurements and oversees the development and implementation of technical system changes executed through amendments and change orders.

Delivers position papers, recommendations, and historical analysis to CA‑MMIS Operations management for corrective action.

Minimum Requirements

Minimum of 5 years of experience in contract negotiation, vendor management, or a related field.

Demonstrated ability to supervise staff and manage complex contract portfolios.

Strong analytical, problem‑solving, and communication skills.

Knowledge of California state government contract regulations and procurement procedures.
