Overview
Under the direction of the Manager, IT Portfolio Management, the IT Portfolio Operations Project Manager serves as a divisional expert in IT portfolio governance, responsible for developing and implementing enterprise portfolio management standards that ensure compliance, accuracy, and transparency of the UC Davis Health IT project portfolio. The incumbent leads the advancement of divisional portfolio governance practices, applying expert knowledge to design evaluation criteria, refine policies, and recommend enterprise process improvements. As a divisional authority, the position resolves complex, cross-functional challenges where analysis requires judgement in unstructured and variable conditions.

The Portfolio Operations Project Manager functions with a high degree of autonomy and manages projects and programs of broad and diverse scope, supporting divisional decision-making through reporting and analysis and alignment with the IT department\'s strategic priorities.

Minimum Qualifications
PMP Certification
Bachelor\'s degree in Business Administration, Information Systems, or related field; or equivalent combination of education and experience
5+ years of progressively responsible experience in IT project, program, or portfolio management
Experience designing and implementing portfolio governance frameworks, policies, and processes
Advanced knowledge of IT project and portfolio management methodologies and governance frameworks
Ability to function with a high degree of autonomy, exercising judgment in complex, unstructured problem-solving situations
Strong analytical skills with expertise in developing dashboards, KPIs, and compliance reports to support executive decision-making
Excellent communication and leadership skills with the ability to mentor, train, and influence adoption across the IT Division
Demonstrated ability to manage programs of broad scope and complexity, with cross-functional and institutional impact
Proven ability to conduct in-depth data analysis and translate findings into actionable recommendations for leadership
Preferred Qualifications
ITIL v4 Certification
7+ years of program or governance leadership in healthcare, higher education, or similarly complex enterprise environments
Experience with ServiceNow Strategic Portfolio Management (SPM) or equivalent enterprise portfolio tools
Experience working in a large health care system and familiar with clinical and operational applications
Knowledge of ServiceNow SPM reporting and workflow configuration
Familiarity with ITIL, Agile, and change management practices
Demonstrated success in leading cross-functional teams and coordinating with external vendors or peer institutions
Familiarity with financial, HR, and clinical systems as they relate to IT portfolio management

Department Overview The Portfolio Planning & Governance (PPG) division is a strategic function within the IT Office of the CIO (OCIO). PPG provides transparency, governance, and oversight of the IT project portfolio, ensuring initiatives align with organizational strategy, resources are allocated effectively, and decision-makers have access to accurate and timely portfolio information.
PPG is responsible for overseeing and maintaining the IT project portfolio across UC Davis Health. Core functions include:
Overseeing the intake and planning of IT initiatives
Monitoring portfolio health and visibility through reporting and analysis
Partnering with the OCIO Leadership Cabinet and IT Division Portfolio Leaders to ensure alignment with business goals
Supporting the OCIO with data-driven recommendations to inform prioritization and resource allocation
The mission of PPG is to provide the Office of the CIO with clear, timely, and comprehensive visibility into the IT portfolio, enabling effective oversight of project status and portfolio health to support informed decision-making and strategic alignment.
