Job Summary Under the direction of the Manager, IT Portfolio Management, the Sr. Technical Portfolio Solutions Program Manager provides strategic leadership and advanced technical program management expertise for the planning, execution, and governance of the ServiceNow Strategic Portfolio Management (SPM) module and related enterprise portfolio processes. The incumbent serves as a recognized enterprise‑wide subject matter expert in ServiceNow SPM and enterprise portfolio governance, responsible for technical oversight of the platform, lifecycle governance, demand intake, reporting, auditing, compliance monitoring, and process enablement. The position provides technical leadership to development teams, collaborates with cross‑functional stakeholders, and safeguards the platform’s long‑term sustainability while ensuring enterprise‑wide compliance with established standards, policies, and procedures.
The role requires deep technical knowledge of ServiceNow, advanced program management skills, and the ability to operate with a high degree of autonomy. By bridging strategic program leadership with technical oversight, the incumbent ensures ServiceNow implementations are architecturally sound, sustainable, and deliver measurable business value to the IT Division and the institution as a whole.

Minimum Qualifications
ITIL v4 Certification
Project Management Professional (PMP) Certification
Bachelor’s degree in Computer Science, Information Systems, or related field, or equivalent experience
8+ years of experience in IT project/program management, with at least 3 years in a technical leadership role
8+ years representing an organization system‑wide, with proven experience leading enterprise‑level, high‑criticality initiatives
7+ years of progressively responsible experience in IT program or portfolio management
Proven ability to draft technical requirements, configure/build in DEV environments, and manage change through ITIL‑compliant processes
Strong technical knowledge of ServiceNow modules (ITSM, ITOM, SPM, HRSD, or equivalent)
Strong interdisciplinary knowledge of enterprise IT systems, integrations, and data governance
Ability to gather requirements, develop/configure solutions, and manage changes through ITIL processes
Ability to lead cross‑functional technical teams and manage complex, multi‑stakeholder initiatives
Proficiency in technical documentation, system testing, and platform governance
Strong interdisciplinary knowledge of IT ecosystems, including HR, Finance, Procurement, and clinical systems
Expertise in enterprise portfolio governance, demand intake, lifecycle management, and compliance frameworks
Ability to mentor staff, build organizational capacity, and lead thought leadership initiatives
Strong analytical skills with experience developing dashboards, KPIs, and predictive analytics to support executive decision‑making

Department Overview The Portfolio Planning & Governance (PPG) division is a strategic function within the IT Office of the CIO (OCIO). PPG provides transparency, governance, and oversight of the IT project portfolio, ensuring initiatives align with organizational strategy, resources are allocated effectively, and decision‑makers have access to accurate and timely portfolio information. PPG is responsible for overseeing and maintaining the IT project portfolio across UC Davis Health, including intake, planning, health monitoring, reporting, and strategic alignment.
Department Specific Job Scope This role provides strategic leadership for the implementation, optimization, and governance of ServiceNow Strategic Portfolio Management (SPM) as the enterprise platform for portfolio management, demand intake, and lifecycle tracking.
