Manhattan Strategy Group (MSG), a leading management consulting firm, is seeking two Program Specialists for an upcoming opportunity to serve as the professional program staff for the New York State Career and Technical Education Technical Assistance Center (NYS CTE TAC) operated under contract with the New York State Education Department (NYSED) Office of Education Policy. The Program Specialists will serve as statewide technical assistance specialists for the statewide Center. Under the direction of the Center Project Director, staff will provide content expertise, data analysis, training development, and technical support to advance statewide CTE improvement efforts aligned with Perkins V priorities. MSG specializes in delivering innovative solutions in program management, training and technical assistance, research and evaluation, marketing and communications, and IT and digital services to a range of federal and state clients, including extensive experience with the U.S. Departments of Education, Labor, and Health and Human Services. Design and deliver professional development for secondary and postsecondary CTE educators and administrators. Provide technical assistance via phone, email, videoconference, and on-site visits to schools and districts. Analyze data to identify CTE program needs and performance gaps, especially for special populations. Support districts and BOCES with Perkins V requirements (e.g., CLNA, data submission, program approval). Develop and maintain web-based resources, training modules, and communication materials. Manage meeting logistics, surveys, and evaluation tools for workshops and webinars. Collaborate with regional field staff to support implementation of technical assistance activities. Maintain effective communication and collaboration with NYSED staff and partners. Minimum Qualifications

Bachelor's degree required; Master's preferred in education, CTE, data analytics, communications, or related field. Demonstrated experience supporting educators or education systems at the state or regional level. Proficiency in data tools, learning management systems, and web technologies. Excellent technical writing and organizational skills. Strong interpersonal skills and the ability to work collaboratively in a virtual team environment. Demonstrated ability to communicate effectively with educators, administrators, and business and industry stakeholders. Strong organizational skills and attention to detail in project documentation and reporting. Preferred Qualifications

Experience implementing or supporting Perkins V plans and initiatives. Familiarity with New York State school systems and reporting requirements. Knowledge of evidence-based programs in CTE. Experience developing training materials, conducting webinars, or facilitating learning communities using instructional technologies. Experience with data analysis and database management (e.g., Perkins reporting). Experience in technical writing and communications. Experience in event planning and logistics support.
