Home and Community Based Services (HCBS) Operations Specialist (Hybrid) – California Department of Health Care Services (DHCS). Responsibilities

Lead the development, implementation, and continuous improvement of HCBS program operations. Oversee and support case management and information systems, operational, and program integrity functions for HCBS programs. Collaborate with cross‑functional teams in a fast‑paced policy environment to operationalize and monitor new state and federal requirements. Ensure Medi‑Cal beneficiaries can safely transition from institutional settings to home and community‑based environments. Minimum Requirements

Health Program Specialist II (classification). See the Class Specification for the minimum qualifications. Desirable Qualifications

Strong knowledge of Medicaid HCBS programs, quality measurement, and CMS requirements. Experience in project management, stakeholder engagement, and data‑driven decision making. Excellent written and verbal communication skills. Ability to work independently and collaboratively in a fast‑paced policy environment. Experience with information technology systems design/integration and/or data analytics is highly desired. Position Details
