Director, Department of Planning and Construction
Mounting the directives of the Division of Facilities Management, the Director provides leadership, direction, and oversight for the Department of Planning and Construction, ensuring the effective execution of school systems planning, architectural design, and construction activities for all school buildings, additions, or modifications.
Responsibilities
Prepare, complete, and implement the local annual capital budget, the six‑year Capital Improvements Program (CIP), and the State CIP.
Conduct enrollment projections and demographic analyses to inform capital planning.
Develop facility and capital budget recommendations incorporated in the CIP and Educational Facilities Master Plan.
Prepare school educational specifications and conduct facility planning studies for capital projects.
Collaborate with county planning agencies on growth policy, master plans, and new housing development.
Participate in community engagement processes to accommodate enrollment increases and program initiatives.
Provide accurate school assignment information online and in maps.
Maintain and upgrade the department’s planning database and Geographic Information System (GIS).
Develop efficient processes, targets, and performance measures to assess departmental results.
Demonstrate leadership in the district’s commitment to equity and excellence for staff and students.
Qualifications
Bachelor’s degree from an accredited college or university; Master’s degree preferred with a specialization in planning, public administration, or facility management.
Five or more years of management experience in school construction activities, capital projects management, or school facilities.
Knowledge of the latest building technologies, construction trends, and the MCPS Capital Improvements Program and Maryland State School Construction Program.
Strong oral and written communication skills, with the ability to present complex information calmly in highly politicized settings.
Ability to negotiate complex professional service and construction contracts and to facilitate capital projects in public forums.
Excellent interpersonal and human‑relations skills to work effectively with elected officials, county agency staff, and community members.
Ability to attend evening meetings and work overtime as required.
