ITA is seeking an Acquisition Subject Matter Expert to support Naval Sea Systems Command in Washington, DC. This position is hybrid, requiring onsite presence at the Washington Navy Yard for customer meetings as needed. Please note, this position is contingent upon a successful contract award, expected Spring 2025.
Responsibilities
We are seeking a highly skilled and experienced SME in Acquisition to provide expert guidance and support in defense acquisition, program management, contracting, and policy compliance. The SME will support ITA's mission to develop program management solutions for the U.S. Navy, offering in-depth knowledge of acquisition processes, including the Defense Acquisition System (DAS), and acting as a trusted advisor on complex acquisition challenges.
- Provide guidance on defense acquisition processes, including procurement strategy, contract management, cost estimation, schedule management, risk management, and compliance with FAR and NAVSEA policies.
- Assist in understanding acquisition strategies for complex systems and projects, ensuring alignment with NAVSEA and DoD objectives.
- Advise on integrating acquisition best practices into software for NAVSEA programs to optimize performance, cost, and schedule.
- Collaborate with stakeholders, including Navy program offices, contractors, and leadership, to ensure seamless delivery of ITA-developed tools.
- Review and evaluate acquisition documentation for applicability into program dashboards.
- Analyze policy changes and guide software development teams on new or updated regulations.
- Mentor and train ITA personnel in acquisition best practices and policies.
- Review program progress and recommend process improvements and corrective actions.
- Assist in reviewing budgets and financial plans related to acquisitions.
- Provide expertise across the acquisition lifecycle, from requirements to post-delivery support.
Qualifications
- Bachelor's degree in Business, Engineering, Management, or related field; Master's preferred.
- Minimum 10 years in defense acquisition, program management, or contracting, with a strong understanding of DoD processes, preferably at NAVSEA.
- Deep knowledge of DAS, FAR, DoDI related to acquisition management.
- Active DoD security clearance or ability to obtain one.
Preferred Qualifications:
- DAWIA Level III/Advanced PM or Engineer & Technical Management Level III/Practioner certification.
- 15+ years supporting government acquisitions, with NAVSEA experience preferred.
- Proficiency in MS Office.
- Certification in Acquisition or willingness to obtain.
- Experience with NAVSEA or similar defense organizations.
- Familiarity with NAVSEA strategies, policies, and standards.
- Experience in shipbuilding, systems engineering, or related fields.
- Knowledge of government contracting and financial management practices.
